Haven RD, announce the engagement of their daughter, Carol Anne, to William Francis Regan, son of Mrs. John Regan and the late Mrs. Regan of Pittsburgh. Miss Beecher is a graduate of Blue Mountain Joint High School and attended Penn Stale University for four years. She is a member of the editorial department of the J. II. Zerbey Newspapers, Inc. Mr. Regan, a graduate of the University of Pittsburgh, will receive his master's degree in political science from Penn Stale University in December. He has accepted a position with the Bell Telephone Co. of Wisconsin where he will hold a junior executive position. An April wedding is planned.
