Services will be at 11 a.m. Monday, July 26, at St. Clement's Catholic Church, Lancaster, Wis., with the Rev. William Seipp officiating. Burial will be in St. Clement's Cemetery, Lancaster, Wis. Friends may call from 5 to 8 p.m. Sunday, July 25, at Schwartz Funeral Home, Lancaster, Wis. Friends also may call after 10 a.m. Monday at the church.

He was born on April 13, 1967, in Marshfield, Wis., son of James S. and Joanne (Beecher) Kemps.

He graduated from St. Clement's Catholic School and Lancaster High School. He also graduated from Southwest Wisconsin Technical College in Fennimore with a degree in auto body. Upon moving to Jacksonville, Fla., he furthered his education and received certification as an ASCE Master Mechanic. Todd was proud of his skills with motors of any kind.

He was employed at North End Auto Wrecking in Dubuque.

Todd loved fishing, hunting, music, cooking and photography.

Surviving are his mother, Joanne Kemps, of Lancaster; his brothers and sisters, Dawn (Greg) Miller, of Rochester, Minn., Scott (Deborah) Kemps, of Satellite Beach, Fla., Carla Liberio, of Jacksonville, Fla., Lee Ann (Marland) Bode, of Dickeyville, Wis., and Christopher (Raquel) Kemps, of Jacksonville, Fla.; his maternal grandmother, Audrey Beecher, of Lancaster, Wis.; his paternal grandmother, Harriet Smits, of DePere; and many nieces and nephews.

He was preceded in death by his father, James, on Nov. 6, 2001, and his grandfathers.

In lieu of flowers, a Todd J. Kemps Memorial Fund has been established.
